  About the Department of Conservation and Recreation (DCR): The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways. The Department of Conservation and Recreation seeks applicants for the position ofCivil Engineer IV - Resident Engineer *located in Stoneham, MA. A letter and resume should be submitted as of the application process. * GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES The principal duty of the Resident Engineer for Construction is responsible to coordinate and collaborate construction operations on multiple projects (short and long-term) that are being conducted in accordance with approved design plans and specifications. This includes but is not limited to working with contactors, constructions crews and consultants to complete assigned construction projects. Performance and/or inspection review of the quantity and quality of materials being used and workmanship, conformity with dimensional requirements and reviewing the need for construction modifications, adjustments, and additional work orders. This position will be reporting to the Section Head of Civil Construction Chapter 30 and will be part of the section team. This position will be involved in working with the Section Head in planning of oversight of projects. Additional responsibilities include supervising staff and their staff and ongoing projects ensuring all constructions projects are meeting scheduled deadlines, procedures and in compliance with local, state, and federal regulations, construction designs, codes, etc. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES * Provide work assignments, reviews work performance, including the capability of evaluating subordinates’ skills. Determine training needs and provide training to staff when required. Review weekly timesheets for determination that time submitted. Direct or initiate disciplinary actions including recommendations as needed for correction and/or unsatisfactory work performance standards not being met. * Resident Engineers have statewide responsibility to oversee construction on complex roadways, bridges, and other civil projects from pre-construction to close-out in strict adherence with DCR procedures and protocols. * Inspect construction for compliance with technical plans and specifications, resolve issues that arise during constructions such as the quality of work performed by the contractor, negotiation of field disputes and review field changes and contract amendments. * Coordinate with and serve as liaison between the DCR and various state agencies, municipal agencies, and departments including local planning boards and conservation commissions. * Coordinate with and serve as liaison between the DCR Engineering section, Construction section and Permits section. * Uses various software and online applications, dashboards, and systems to complete assigned work. * Assist in obtaining environment permits for construction projects. Including but not limited to providing information needed for permit applications and attendance/presentations at local, state, or federal agencies evening meetings when needed. * Ensure work is being conducted in accordance with the various permits and order of conditions issued by local, state, and federal environmental agencies. * Analyze changes in scope of work during construction, recommends alternative methods and corrective actions. * Prepare or review technical plans, specifications, and cost estimates. * Monitor traffic management plans, and implementation, within construction zones and for the entire project. Coordinate with cities and towns as necessary. * Conduct construction progress meetings periodically. * Create and approve construction contract payment estimates and invoices for material, equipment, and supplies. Including the determination and validation of payments. * Drafts correspondence, status/inspection reports, extra work orders/change orders, and contract time extension memos. * Recommends modifications to plans for engineering projects. * On projects requiring assignment of multiple field construction staff, review and coordinate daily reports into a master project diary, coordinate the necessary material testing among the assigned personnel and assist assigned personnel with adherence to current DCR policies and procedures. * Reviews claims and additional (extra) work orders in accordance with the specifications and Mass General Laws. Negotiates any discrepancies in said claims. Recommends suitable action to supervisor and/or manager for approval or denial and appropriate dollar amount. * Ensure strict compliance with Materials Control record to enable timely close-out of projects and adherence to DCR protocols. * Evaluate the performance of construction contractors for assigned projects. * Review and respond to contractor’s Request of Information (RFI). * Perform other duties assigned as required. * * PREFERRED QUALIFICATIONS * Ability to manage multiple projects simultaneously, act quickly and take action when necessary to resolve issues. * Able to prioritize work tasks and work locations involving various maintenance construction contracts and capital improvement projects. * Must have basic computer knowledge and experience, and a willingness to learn advance applications as they pertain to assigned duties and responsibilities. * Knowledge of Manual on Uniform Traffic Control Devices (MUTCD) and ability/experience implementing work zones for on-road constructions projects ensuring field and construction road workers are safe. * Capability to lead direct reporting staff and work as a team leader for other engineers and inspectors collaborating and finding resolutions to complete projects tasks as needed. First consideration will be given to those applicants that apply within the first 14 days. Minimum Entrance Requirements: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below. Substitutions I. An Associate's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineeringor civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineeringmay be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.* *NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
